NEMC has developed
a five-year strategic plan. This Strategy stresses
the commitment of the Council to work in partnership
with the stakeholders to achieve national goals of
improved livelihoods of the citizens and a healthy
and diverse environment
The strategic plan establishes the broad framework
within which NEMC will develop specific priorities
and programs and seeks resources from the government
and donor agencies over the next five years. It
provides the context for operational plans and annual
review plans and budget
This five-year strategic plan has been developed
with extensive inputs from Council’s staff
and stakeholders. The process also considered nation’s
major administrative and institutional changes,
economic, social, political changes and reforms
taking place. It has focused more on the Tanzania
Development Vision 2025, National Environmental
Policy, NEM Act, Poverty alleviation strategy, Public
service Reform Program 2000-2011 and the gains and
lessons learnt from the ILFEMP process.
The situational analysis for developing the strategic
plan took hard look within the Council and the environment
in which it operates and identified critical issues,
to the organization’s future success. Stakeholders’
analysis and SWOT analysis were used as major tools.
The situational analysis process reviewed the Council’s
internal situation, addressed customers expectations.
It also exploit the existing opportunities and challenges
and explored areas of improvement and strategies
to manage critical issues.
The plan will be operational for five years. It
gives major areas of intervention that the Council
can afford within the mentioned term. It is basically
customers’ demand-driven (stakeholders’
expectations), focusing on things that Council is
capable of doing and areas of great need.
NEMC has a key role to play in facilitating the
nation achieve the goals. This role is reflected
both in Council’s vision and mission.
NEMC’s Vision:
“NEMC envisions to excel in sound environmental
management in order to assist the nation fulfill
its aspiration for sustainable development”.
NEMC’s Mission:
NEMC’s mission is “to ensure protection
of the environment and sustainable exploitation
of resources for enhancing the quality of the lives
of the people of Tanzania”
The strategic plan outlines the values of the Council;
because they influence the way the Council works
in order to achieve the intended objectives. The
values, aims, and ideas will be put into practice
in the manner that will ensure accountability, transparency,
continuous improvement and ownership. The values
set out are: The integrity and openness in environmental
management process, Fair and inclusive system accessible
to the entire society, Participation of all people
and Capacity building
In addition to setting out Council’s vision
and mission, the plan establishes a number of objectives
and provides strategies that will guide actions.
The plan will focus on key result areas with respective
objectives at different levels and tools for measuring
performance.
Based on the strategic plan, identified objectives
and corresponding indicators, tracking of performance
will be made to ensure effective implementation
of the plan through monitoring and evaluation.
